HORIZONTAL TRANSFER PROCEDURE

Horizontal Transfer Procedure

1. Purpose

The purpose of this procedure is to regulate the application, evaluation, and registration processes for students who wish to transfer horizontally to the Department of Finance, Banking and Insurance at Savur Vocational School.

2. Scope

This procedure covers associate degree students currently enrolled at Mardin Artuklu University or other higher education institutions who wish to apply for an internal or inter-institutional horizontal transfer.

3. Legal Basis

4. Application Requirements

  1. The student must have completed at least one semester in the current program.

  2. The student’s Cumulative Grade Point Average (CGPA) must be at least 60 out of 100.

  3. The student must not have received any disciplinary penalty.

  4. For inter-institutional transfers, the student’s Higher Education Institutions Exam (YKS) score must be equal to or higher than the minimum base score of the target program in the relevant academic year.

  5. Transfers from preparatory classes are not permitted.

  6. Transfers between open or distance education programs are allowed. However, for transfer from open/distance education to formal (on-campus) programs, the student must have either a CGPA of at least 80 out of 100 or a central placement (YKS) score equal to or higher than the base score of the target university’s program in the relevant year.

5. Application Process

  1. Applications are accepted during the periods announced on the university’s official website for the summer-fall semester each year.

  2. Required documents:

    • Horizontal Transfer Application Form

    • Approved Transcript (signed and sealed)

    • Student Certificate

    • Course Descriptions (for inter-institutional transfers)

    • ÖSYM/YKS Exam Result Document

  3. Applications may be submitted in person, via e-Government portal, or by mail to the relevant vocational school directorate.

6. Evaluation and Admission

  1. Applications are reviewed by the Department Chair.

  2. The Vocational School Administrative Board decides based on the available quota.

  3. Course equivalency (credit transfer) for accepted students is determined by the Department Academic Committee and entered into the student information system.

7. Registration Procedures

  1. Students who are granted the right to transfer must complete registration within the announced period.

  2. Candidates who fail to register within the given period forfeit their transfer right.

11. Procedures for Transferred Students

  1. Once registration is completed, students must enroll in courses through the student information system.

  2. Exempted courses determined by the Equivalency Committee are communicated to the student in writing.

  3. During the course registration period, the student must select courses with the approval of their academic advisor.

  4. All documents transferred from the previous institution are filed by the student affairs office.

  5. Students participate in the orientation program and are informed about the department.

  6. Transferred students are academically monitored and guided by their assigned advisor.

12. Responsibilities of Transferred Students

  1. Students are obliged to comply with the curriculum and academic calendar of the program they are registered in.

  2. Attendance requirements are subject to the relevant provisions of the university’s regulations.

  3. Internship and practical courses must be completed according to the rules of the new program.

  4. Students must adhere to the university’s disciplinary regulations and codes of conduct.

  5. Students should follow the guidance of their academic advisor and actively participate in advisory processes.

  6. Participation in orientation programs, seminars, and information meetings organized by the university and the department is essential.

  7. Transfer students are responsible for all courses in the new program except for those granted exemption.
