DUTIES, AUTHORITIES AND RESPONSIBILITIES OF THE DISCIPLINE AND ACCELERATION UNIT BRANCH DIRECTORATE

 

  • To carry out studies on manpower planning and personnel policy of our university,
  • To produce projects regarding the development of the personnel system and to make proposals to the Rectorate.
  • To ensure that 4/B contracted personnel staffing procedures are carried out
  • 4/B To ensure the execution of contracted personnel recruitment, announcement, appointment, resignation and contract renewal procedures.
  • To ensure that the staffing procedures of the Permanent Workers working at our university are carried out.
  • To ensure correspondence regarding the appointment, resignation and retirement procedures of permanent employees working at our university.
  • To ensure the correspondence of appointment, resignation and retirement procedures of permanent employees of our university who have been transferred to permanent staff with the Decree Law No. 696.
  • To carry out the process of creating and using permits for the Workers and Contracted Personnel needed by our University within the framework of the Presidential Decree No. 2.
  • To carry out the appointment of 4/b contracted personnel and permanent workers.
  • To follow the disciplinary procedures and security investigations of the personnel.
  • To monitor the excused and unpaid leaves of 4/b contract personnel, permanent workers and foreign contract personnel, and to check their annual leave records.
  • In accordance with Article 13/b-4 of Law No. 2547, to monitor and extend the term of office of contracted personnel, permanent workers and foreign personnel working in units other than their current staff.
  • To prepare and update statistical information about our institution's units and personnel, to transfer it to the relevant systems and to inform.
  • Editing side payment and additional indicator information.
  • To keep track of contracted personnel, permanent workers and foreign academics who are on unpaid leave, military leave and domestic and foreign assignments, and to reserve their personal rights.
  • To determine the in-service training needs of its personnel and to organize and implement pre-service and in-service training programs and to deal with exam-related procedures.
  • To carry out accrual and payment transactions (phone payments, advertisement payments, SSI payments, civil servants, permanent workers and 4/b contract personnel salary payments, service procurement payments, personnel system service payment, travel allowance payments, additional provision payment, etc. various payments)
  • Keeping movable records and processing them.
  • To prepare and send civil servant deduction declarations, SSI e-declarations and tax e-declarations of permanent workers and contracted personnel,
  • Institutional evaluation work and procedures.
  • To organize the work and procedures of obtaining information regarding administrative personnel.
  • To ensure the execution of transactions within the Unions and our University within the scope of the Trade Unions and Collective Labor Law No. 6356.
  • To carry out Collective Labor Agreement processes within the scope of the Trade Unions and Collective Labor Law No. 6356 and to ensure their implementation.
  • To follow the retirement processes of contracted personnel and permanent workers of our university, who are subject to the Pension Fund Law, and to follow up their rights arising from the legislation.
    To prepare and control corporate personnel ID card transactions for our university staff.
  • Providing data entry to the Personnel Automation Program.
  • To respond to Public Ombudsman, CIMER and Access to Information applications within the scope of its field of duty.
  • To carry out promotion and title change examination procedures.
  • To carry out and follow up all the work and procedures of contracted personnel with the status of foreign personnel who will be employed at our university for the first time.
  • To publish permanent recruitment announcements and carry out all related procedures.
  • To publish contracted personnel recruitment announcements and to carry out all related procedures.
  • Ensuring that documents related to all transactions are archived regularly.
  • Other duties assigned by superiors.
