DUTIES, AUTHORITIES RESPONSIBILITIES OF THE ADMINISTRATIVE PERSONNEL BRANCH DIRECTORATE

 

  • To carry out the appointment decrees of the personnel to be appointed openly (KPSS, EKPSS, Social Services No. 2828 and Anti-Terrorism Law No. 3173) or by transfer, and their works and transactions in accordance with the relevant laws and legislation.
  • Administrative personnel's recruitment, change of duties, staff and place of duty changes, etc. To regularly process, record and control all information in the Personnel Information System (PBS), Manpower Planning System (IGPS), Public E-application and E-Budget.
  • Making "special passport" correspondence of administrative staff,
  • Preparing correspondence regarding Security and Archive Research of administrative staff.
  • To carry out the appointment procedures of the personnel working under our University, as a result of the Promotion Examination, in accordance with the Regulation on Promotion and Title Change of Higher Education Institutions and Personnel of Higher Education Institutions,
  • To promote administrative personnel due to their positive record in accordance with Articles 37 and 64 of DMK No. 657..
  • ministrative personnel in the Social Security Institutions (Insurance and Bağ-Kur) with the Retirement Fund Services (adaptation), to carry out the transfer, military conscription, postponement and post-military start-up procedures and all other correspondence.
  • To combine the services of the adTo carry out retirement procedures of administrative personnel,
    To issue Service Schedules and Duty Certificates for Administrative Personnel.
  • Keeping and updating the records of statistical information of administrative staff.
  • Preparation of Activity Reports of Administrative Staff.
  • Carrying out resignation procedures in accordance with Article 94 of the Civil Servants Law No. 657.
  • Carrying out work and transactions regarding the personnel rights of the personnel.
  • To strive to work in harmony with other units in terms of business efficiency and peace.
  • To adhere to the principles of promptness, confidentiality and accuracy during work.
  • Informing senior managers about the work and transactions carried out and explaining the work that could not be done with the reasons.
  • Carrying out the reduction-allocation, cancellation-creation and all staffing procedures of administrative personnel.
  • The Branch Manager is responsible to the Head of Department, the General Secretary, the Rector and the Vice-Rector for the work and transactions she carries out.
  • Other duties assigned by superiors.
