About Us

Generative Artificial Intelligence (GenAI) technologies are a double-edged sword with the potential to transform social processes and democratic participation. On the one hand, it democratizes access to information and increases efficiency, while on the other hand, it carries serious risks such as the spread of disinformation, manipulation of public opinion, and social polarization. This project aims to address the impact of GenAI on social life, fully in line with EU objectives. The project's main output is GENAIC⁺ Academy, an innovative and interactive online platform designed to increase GenAI literacy, develop critical thinking skills, and strengthen resistance to digital disinformation among target audiences (decision-makers, academics, students, and particularly sensitive groups such as educated migrants). Additionally, establishing a consortium where institutions and organizations from around the world can share their processes related to the topic, produce projects, and access up-to-date know-how forms the main foundation of the project.  Based on the findings of our pioneering research conducted in Mardin, Turkey, in 2025, this project, which focuses on the relationship between individuals' motivations for adopting GenAI and their ability to distinguish AI-generated content, will contribute to digital democratic resilience in Europe by offering evidence-based training modules and policy recommendations.

Organization Structure

GENAI as a Global Phenomenon

Our preliminary research revealed that individuals primarily adopt GenAI technologies due to individual benefits such as increased efficiency and performance expectations (M = 4.22–4.40), while social and environmental motivations (M = 3.77–3.85) remain weaker. This indicates low awareness of the technology's societal consequences. More importantly, our study demonstrated that participants with higher levels of acceptance toward GenAI were statistically significantly more successful (t = 2.872, p < 0.001) at distinguishing between AI-generated and human-generated content. This finding demonstrates that GenAI literacy and the ability to approach these technologies with a critical distance are key competencies in combating disinformation. This competency is particularly vital for groups such as decision-makers, students who are the professionals of the future, and educated immigrants who use digital tools intensively during their integration into society.

Consortium's Objectives and Goals
General Objective: In line with the core objectives of the Digital Europe Program, to accelerate the digital transformation processes of individuals and organizations and close the skills gap in this field by promoting the responsible, ethical, and safe use of generative artificial intelligence (GenAI) technologies in Europe.

• Objective 1 (Conduct a Comprehensive European Needs Analysis): This objective is directly related to the Digital Europe Program's priority area of “Artificial Intelligence, Data, and Cloud Computing.” Our aim is to thoroughly examine the current state of GenAI technology usage, the challenges encountered, and the potential opportunities. This analysis will lay the groundwork for the program's efforts to develop and disseminate digital skills. The data obtained from the analysis will shed light on targeted training and policy development activities by mapping competencies and gaps across Europe.
• Objective 2 (Design and Develop the GEN-ACT Digital Academy Platform): This objective directly supports the “Digital Skills” component of the Digital Europe Program. The platform will offer an interactive and gamified learning environment that integrates practical skills and theoretical knowledge in the field of GenAI. This approach will serve the program's goal of increasing the digital competence of different groups, particularly young professionals, educated migrants, and academics. By making learning more accessible and appealing, the platform will enable a wide range of users to acquire GenAI skills.
• Objective 3 (Creating Diversified and Adapted Educational Content): This objective is consistent with the principles of inclusivity and diversity of the Digital Europe Program. Multilingual and culturally adapted modular educational materials will be developed to meet the needs of different target audiences (decision-makers, academics, students, etc.). This will ensure that educational content is relevant and accessible to users in different European countries, thereby making a concrete contribution to the program's goal of raising digital skill levels across Europe.
• Objective 4 (Test Platform Effectiveness and Improve Based on Feedback): This objective is closely related to the “High-Performance Computing” and “Security and Trust” components of the Digital Europe Program. The platform's effectiveness will be evaluated through pilot tests involving at least 500 participants from different countries. The feedback collected will be used to continuously improve both the platform's technical performance and user experience. This testing process will serve the program's quality and reliability objectives by confirming that the platform operates to high standards and is reliable.
• Objective 5 (Developing Evidence-Based Policy Recommendations): This objective supports the principle of “strengthening Europe's digital sovereignty,” one of the core aims of the Digital Europe Program. Using project outputs and collected data, concrete and actionable policy recommendations on the responsible and ethical use of GenAI will be prepared. These recommendations will be presented to decision-makers at the EU and national levels, providing a science-based contribution to the future legal framework and ethical norms for GenAI technologies. This will also contribute to the program's goal of maximizing the social and economic benefits of digital technologies.
