Principles to be Followed in Academic Staff Leave and Domestic and International Assignments

Principles Regarding Leave
Our faculty's academic staff will use the leaves specified in Articles 102, 103, 104, 105, 106, 107, and 108 of Civil Servants Law No. 657, in accordance with the procedures and principles outlined below.
The fundamental principle in the use of annual leave is to ensure that existing staff in each unit can use their leave in a manner that does not disrupt service. To this end, authorized supervisors will grant leave within the framework of a plan that ensures the uninterrupted continuation of service.
Annual and compassionate leaves for faculty members are enacted upon the proposal of the department head and the approval of the dean.
Compassionate leave consists of leave taken in situations specified in the relevant law (birth, death, marriage, etc.) and a 10-day leave authorized by the supervisor. If the reasons specified in the law (birth, death, marriage, etc.) occur, leave is granted in accordance with the principles specified in the law. The 10-day leave authorized by the supervisor is not granted while annual leave is being taken. However, it can be used in cases where annual leave is not available.

Faculty members use their annual leave during breaks in education (Annual leave cannot be taken during the academic year. Article 2547: 64). Leaves required for unavoidable reasons during the academic year are submitted to the dean's approval, with a proposal from the department head. If the dean approves, the leave is granted from the existing annual leave, if any. Otherwise, it is granted from the 10-day leave.

Except in cases of unavoidable circumstances, annual leave requests must be submitted at least 5 working days before the leave start date. Faculty members must submit leave request forms, created in the personnel information system, to the department secretary via the EBYS system or by hand after the department head's signature.
Faculty members wishing to take annual leave abroad must submit a petition to the department head (with a mandatory indication of the destination country) at least 10 working days before the leave's start date. Annual leave planned for use abroad may only be used if signed by the relevant unit head and approved by the Rector.
A new leave document cannot be issued until the start of employment at the end of the annual leave.

Principles Regarding Domestic and International Assignments
This section sets forth the principles for domestic and international temporary assignments, as stipulated in Article 39 of Higher Education Law No. 2547.
Temporary assignments are divided into short-term and long-term assignments. Assignments of up to three months (inclusive) for faculty members to participate in scientific meetings, conduct research, and conduct practical studies are defined as short-term assignments. Assignments exceeding three months, based on a work schedule approved by the relevant board of directors, are defined as long-term assignments.

The dean may grant leave of up to one week and the rector of up to fifteen days for faculty members to attend congresses, conferences, seminars, and similar scientific meetings, as well as other meetings related to their science and profession, both domestically and abroad, conduct research and study trips, and be present at locations required for research and study, without requiring travel allowance from their institutions. In cases exceeding fifteen days, requiring travel allowance, or requiring the reimbursement of expenses required for research and study from the budget of the university and its affiliated units or from revolving fund revenues, a decision by the relevant board of directors and the rector's approval are required (Article 39 of Law No. 2547).

For assignments of up to one week and subject to the dean's approval, an application must be submitted by informing the department head and attaching the necessary documents (if applicable) to the permission form.
For assignments for research, investigation, and implementation, the approval of a preliminary report on the subject by the Faculty Executive Board is required.
Participation in congresses with scientific papers is essential. A congress invitation letter must be attached to the assignment request form, and a certificate of congress participation must be attached to the application form.
If research assistants pursuing graduate studies at universities outside the province are assigned to their university for short-term assignments (up to seven days) related to their theses or other research, a report must be submitted to the department head at the end of the assignment.
For long-term domestic and international assignments, the Faculty Executive Board must determine, upon the recommendation of the department head, that the relevant unit's educational and training programs will not be disrupted.

Other Considerations

Faculty members with a teaching load must implement a make-up program if their leave and assignments fall on class days. In these cases, a "Make-up Course Program" approved by the department heads must be included in the leave and assignment request forms.,

Department heads are responsible for the proper execution of the above matters.
