OUR DUTY

1) To appoint an energy manager without assigning any other duties or responsibilities other than those specified in Energy Efficiency Law No. 5627, the regulations, circulars, and communiqués issued pursuant to this Law, the Presidential Circular No. 2019/18 on Energy Savings in Public Buildings, the Savings Target and Implementation Guide in Institutional Buildings, and any related legislation.
2) To work in coordination with Building Energy Efficiency Officers and the Mardin Governorate Provincial Energy Management Unit within the scope of the Mardin Governorate Energy Management Unit Directive.
3) To hold meetings on energy management and efficiency, to plan and audit energy efficiency projects, prepare reports, and perform data entry processes into energy efficiency software in coordination with the Mardin Governorate Provincial Energy Management Unit.
4) To ensure that measures are taken to increase energy efficiency in buildings where the institution is obliged to appoint an energy manager, in accordance with Article 30 of the Regulation on Increasing Efficiency in the Use of Energy and Energy Resources, and to ensure that the Ministry of Energy and Natural Resources (ETKB) takes action to increase energy efficiency. To determine the benefits and costs of the measures, to identify the buildings for which a study will be conducted, to monitor the process and to collaborate with the Ministry of Energy and Natural Resources (ETKB).
5) To ensure that buildings belonging to public institutions receive Energy Identity Certificates in accordance with the Regulation on Energy Performance in Buildings published in the Official Gazette dated December 5, 2008 and numbered 27075, by cooperating with the Ministry of Energy and Natural Resources (ETKB).
6) To establish an energy policy that defines the goals and priorities for energy management, defines the duties, authorities, and responsibilities of the energy manager or energy management unit within the hierarchical structure, and to inform all employees and those involved in energy management activities by publishing these in written form.
7) To hold meetings every three months with the Institutional Energy Manager and Building Energy Efficiency Officers to establish energy policies and manage the process.
8) To participate in the "Energy Efficiency Implementation Plan" meetings held every six months with the Mardin Governorate Energy Management Unit and the Institutional Energy Managers to establish energy policies and manage the process.
9) To ensure that the energy use and management are informed about the energy use and management. To send annual information on the work carried out to the ETKB by the end of March each year, and to enter data into the Energy Efficiency Portal within the ETKB.
10) To carry out or ensure that energy management activities in buildings within the institution are carried out in accordance with the applicable national or international TS EN ISO 50001 Energy Management System - User Manual and Requirements Standard, which is the basis for certification.
11) To report to the ETKB the identity, resume, address, and contact information of the appointed energy managers.
12) To report to the ETKB the information regarding the buildings for which a building occupancy permit has been obtained and whose total construction area exceeds ten thousand square meters.
13) In the event of changes in the energy manager, to appoint a new energy manager within sixty calendar days following the departure of the incumbent and to notify the ETKB of the date of the change.
14) To report to the legal entities that sell electricity and/or natural gas, as well as to the public institutions and organizations, To ensure that information including subscriptions, consumption amounts for the previous fiscal year, and the corresponding consumption cost are accessible in the Energy Efficiency Software environment.
15) To track subscriber information (electricity, water, natural gas), invoice information, and payment transactions for the institution's buildings using the Energy Efficiency Software.
16) To organize in-service training seminars to raise awareness among institution employees about reducing energy consumption at the institution.
17) To send copies of reports and projects related to the implementation of measures determined by the studies conducted or commissioned in public institutions to the Ministry of Energy and Natural Resources.

18) To determine and report to the Ministry of Energy and Natural Resources the energy consumed by institutions by criteria such as unit-area, person-unit, good-unit, and service-unit, in accordance with the institution's activities, in order to achieve minimum energy savings according to the Public Buildings Savings Target and Implementation Guide.

19) To ensure that energy consumption is achieved by MENR auditors in accordance with the Energy Efficiency Audit Regulation and the Mardin Governorate Energy Management Unit Directive. To provide all requested information and documents for on-site inspections and audits conducted by the company's managers, employees, and project experts, and to meet the necessary conditions.

20) To comply with the requirement that real or legal persons be authorized to receive services or enter into contracts for project implementations with savings or performance guarantees, periodic maintenance, repair, and installation, regarding the implementation of measures determined in studies to increase energy efficiency in the institution's buildings and annexes.

21) To comply with the requirement that eligible consumers be authorized.
